Virginia has scored low on a highway safety index. And that’s because patrol officers can’t pull over drivers who aren’t wearing seat belts.
The failings in Virginia (VA) are highlighted in a new set of rankings from Advocates for Highway and Auto Safety, the Washington Examiner reported.
Although drivers in Virginia are required to wear seat belts, police officers must pull drivers over for another infractions before they can ticket a driver for not wearing a seat belt.

The report alluded to 740 traffic accident deaths in Virginia in 2010, costing the state’s economy $5.31 billion.

Virginia did recently bring in laws requiring back seat passengers to wear seat belts. Even though seat belt use in the front seat has steadily grown over the years, lawmakers are concerned by the gap and in some instances, decline in seat belt use in the back seat.
Rear seat belt use stood at a 74 percent national average in 2008, which compares with 83 percent for front-seat passengers, according to the National Highway Safety Administration.
