This rear-ender is the fault of the person who rear-ends the car in front of them for following too close. However part of the blame goes to our inept legislature in Richmond for failing to ease the traffic woes by putting sufficient money into the highway system for the benefit of everyone. So next time that the traffic all of a sudden drops to a 15 mile-an-hour crawl in front of you on an interstate highway in Tidewater, Virginia think of your legislator who failed to get the job done.
