The $123 million courthouse complex in the heart of downtown Norfolk replaced the city’s Circuit, General District, and Juvenile and Domestic Relations courts, which were previously in separate buildings.
A number of departments moved in January and February. However, the move for juvenile court remains about two years away, when the second phase of the project is completed.

Last year attorneys John Cooper and Jim Hurley of Cooper Hurley led a Norfolk and Portsmouth Bar Association CLE seminar on personal injury at Dominion Tower in Norfolk on October 7, 2014. Cooper Hurley also provides financial support to the Norfolk Law Library.
The library is located in Dominion Tower in downtown Norfolk. Its mission statement stresses it is a public law library and non-profit foundation, to serve the legal research needs of the general public, lawyers and the courts.
Recently, Cooper Hurley donated $250 to the Larchmont Elementary Spring Carnival on April 25 as a Dunking Booth sponsor. We also donated $250 to the Arthritis Foundation Ale for Arthritis event in October.
